SiPearl is the European fabless designer of sovereign secure high-performance energy-efficient CPUs for HPC, AI and data centres. These CPUs will help address strategic challenges in the fields of security, defence, medical research, energy, climate and engineering with a reduced environmental footprint.
In June 25, SiPearl completed the design of the most complex CPU ever designed in Europe, Rhea1. Featuring 80 Arm Neoverse V1 cores, with 61 billion transistors, it is currently in production at TSMC. Sipearl CPUs will equip the two first European exascale supercomputers belonging to EuroHPC JU: Rhea1 will be integrated into the JUPITER machine based in Germany and Rhea2 will be part of Alice Recoque in France.
Incubated within the European Processor Initiative (EPI) consortium and seed-funded by the European Union, SiPearl employs almost 200 people in :
France (Maisons-Laffitte, Grenoble, Massy, Sophia Antipolis),
Spain (Barcelona)
and Italy (Bologna)
Following a €130 million Series A, the company has launched its Series B round.
💻 About the role
We are seeking an experienced Technical Program Manager with deep expertise in IP governance and engineering project enablement. This role is responsible for establishing a secure, compliant, and highly efficient engineering environment. The ideal candidate brings strong knowledge of SoC (ASIC) development workflows, engineering collaboration tools, and IT infrastructure, along with a proven track record in export compliance, IP protection, and external partner management.
Success in this role requires strong leadership, a data-driven mindset, and the ability to scale operations through governance and automation.
🎯Your missions
Partner with engineering teams to define project startup requirements, including participating entities and the design database bill of materials (BOM).
Specify and drive infrastructure setup aligned with engineering workflows while ensuring full compliance with export, IP, and contractual requirements.
Collaborate closely with trade compliance, IT, legal, procurement, HR, and engineering to ensure policy alignment and smooth execution.
Guide engineering, program management, and IT teams through end-to-end project setup and enablement.
Work with technical and program stakeholders to manage scope changes, proactively assessing infrastructure impacts and adjusting plans as needed.
Establish and maintain governance frameworks to standardize estimation, enablement, reporting, and audit processes.
Improve operational efficiency through the deployment of automation solutions for enablement, tracking, reporting, and compliance auditing.
Define, monitor, and report key performance indicators, providing leadership with clear insights into cost, quality, and delivery.
Identify and mitigate risks related to export control regulations, third-party IP agreements, and internal IP policies.
🔍 What will help you succeed in this role
Extensive, demonstrated experience in operations, technical program management, or IT.
Broad expertise in export compliance, third-party IP management, contractor and vendor engagement, infrastructure development, and engineering tool ecosystems.
Proven ability to design, implement, and optimize processes, delivering measurable efficiency and cost improvements.
Strong experience with automation, data analytics, and reporting tools.
Solid understanding of governance models and lean management methodologies.
Proven leadership, collaboration, and communication skills, with the ability to operate effectively across global, cross-functional teams.
At least 10 years’ experience in a similar position.
